Even if some projects are not going to authenticate users against a
database I suspect the majority of projects would be fine or prefer
group and permission data stored in a database.  Most of the work in
the admin system will likely be in managing these groups and
permissions.  So I wouldn't let the non-database system hold you up
much.

We should get together for a few minutes at PyCon to talk about
Authority as I have some ideas to share. I'll be sprinting mostly on
Trac but from time to time I may do some on TG.
