Sorry. I'm new here, and I wrongly assumed that the docs wiki was just for end-user documentation. Digging deeper, I see that there are also design/process docs there. As Mark notes, it is easier to link to tickets, etc. in the trac wiki, but it's not a big deal - just longer urls in the docs wiki.
I'll happily move the page wherever consensus says it should go. I mostly just wanted to get something out for people to see what I'm proposing to do, rather than working away in isolation.
