There will be a stable release in the next couple of weeks labeled 1.9.7. It should be reasonably API stable, but not at all feature complete.
2.0 will have a better system for managing reusable site components, more plugins and components, and a better web-based toolbox. There will also be stable CRUD systems like django admin (but more flexible) and a highly usable way to do basic CMS activities in TG2. But for application development 1.9.7 will be stable, supported, and will be a completely usable platform for development. In fact most everything coming between 1.9.7 and 2.0 will be stuff built on top of the 1.9.7 platform.
