I believe that it depends on the main public of the application.  If I'm
developing something that I know will be translated, then I do it in English,
if it is something that might be translated someday if ... then I do it in
pt_BR and mark the strings only...  I don't see much benefit in writing in
English and having to translate it to deliver the project in pt_BR...
