Remarkably, this is the first time I've seen this question.

You own the copyright on the code you write, which means that you're
entitled to license your project however you wish. TurboGears code,
which would include the little bit of boilerplate you get when you
quickstart, is licensed under an MIT-style license which is very
permissive. The intention is that you can use a quickstarted project
however you wish and the TurboGears license shouldn't prevent you from
that in any way.
