Um, I dunno. But one of Windows' main selling points is that it isn't the major assrape to install software that it can be in *nixland. Install it manually?
http://hans.breuer.org/ports/ As I was typing this I realised that setuptools didn't check the dependencies on PyGTK on my Ubuntu system, but a lot of Ubuntu software is written in PyGTK so it was a non-issue. PS for other people who want to try this, I should note that PIDA doesn't only work with Vim, but a variety of other editors (well, two others) as well.
