Jumping off the official text : "Summer of Code 2006 is a program that offers student developers stipends to create new open source programs or to help currently established projects"
So I think you could find some issue in getting that approved - your proposal isn't a currently established project and, while it would be a new program ( and have to be open source) , its more in line with a .com startup or a proof of concept than a project -- as it would require some centralized service to do all processing. If you look at what they approved last year: http://code.google.com/soc-results.html A lot of projects were refactoring / upgrading / implementing new features into framworks and applications.
