Jumping off the official text :

"Summer of Code 2006 is a program that offers student developers
stipends to create new open source programs or to help currently
established projects"

So I think you could find some issue in getting that approved - your
proposal isn't a currently established project and, while it would be a
new program ( and have to be open source) , its more in line with a
.com startup or a proof of concept than a project  -- as it would
require some centralized service to do all processing.

If you look at what they approved last year:

A lot of projects were refactoring / upgrading / implementing new
features into framworks and applications.

The only webapp made was this:
   http://wiki.apache.org/general/MyFacesExamplesProposalTerryHeath

which was made to
   a_ be a code reference to new developers
   b_ be a tool used by the open source community

Its a cool idea - but I i'm not sure google will be eager to fund that
vs something that is more beneficial to the framework.
