Yeah, I've seen that too and it is great if your proxy is not using NTLM authentication. Otherwise you need to use something like APS (http://apserver.sourceforge.net/), which I always keep around, but I find it's just easier to grab and install setuptools the "old fashioned" way, and then use it for everything else.
