thanks for the advice. Unfortunately on openVZ, it is more like a "NO SWAP" configuration so even though the workset of a running server may be much lower, I failed to start even a standard turbogear server(with 10 thread_pool). I need to down it to 5 to start it with almost nothing running. If I start a postgresql server, it needs to be down to 2.
