Ok a solved all but one of my problems. The index.html was solved by adding "static_filter.index: 'index.html' " to my config file update. And since I was able to get the development version working, I submitted a working patch for the ticket: http://trac.turbogears.org/turbogears/ticket/34
All we need now are static docs. I've set it up to automatically work with static docs if put in 'turbogears/docs' . I tracked down the site generation code to the 'docgen.py' file but it's sort of a difficult module to go through.
