this patch is agains which version?
the current code on all released (<= 0.9a7) TG is broken with SA 0.2 the current patches are at the trunk and they change the layer a lot, probably enough for your patch to not work, and i think part of the things make to the trunk was "fixing" this. the quotes are there because TG doesn't actually does th-admin sql anything it just reflects that to the SO tool, so there is nothing to call because SA lacks this commandline tool. (at least until summer of code ends)
minor correction...
tg-admin sql create
works with SQLAlchemy databases.
