This happens to me as well. It happens after a database error. For instance when violating a database constraint like a unique index.
After that no messages are displayed on the console. It happens with sqlite, postgres and mssql all with and without transactions enabled. I use turbogears on Windows btw with the same config as above. I'm really stuck with this problem.
