I figured out, that (at least here) the problem tracks back to the company proxy. The proxy is not happy about the encoding it gets from the RuleDispatch download link. The error it gives reads as follows: > Server response could not be decoded using encoding type returned by server. > This is typically caused by a Web Site presenting a content encoding header > of one type, and then encoding the data differently. So the only option I am left with is to download it off-site, and bring it along to the office.
