The 1.0.3.2 sources can be found under 
http://svn.turbogears.org/tags/1.0.3.2 they were tagged from the 1.0 
branch at revision 3331.

The error you are reporting was fixed in the 1.0 branch at revision 3371 
and the original trac ticket is http://trac.turbogears.org/ticket/1440

Hope that clears it up a little.
