Well I tried the patch for ticket 940 at http://www.cherrypy.org/ticket/940
That didn't work. So I grabbed the latest code for CherryPy 3.1.x from subversion. This seems to have reduced the number of 408s, but not eliminated the problem. :( Urgh!
