The vncserver script probably isn't working because, with 1.2.1 and prior, you need to do an additional step to install the Xvnc binary (refer to BUILDING.txt.) That issue has been addressed in 1.2.2, which will be available soon. As far as admin docs, I'm not sure what you are looking for. The man pages provide low-level information on the server and its associated programs, and the User's Guide provides high-level information. We have more documentation than any other VNC solution of this kind, but if there is still something missing in the docs that you'd like to see, please file a feature request on SourceForge.
