M1 Jars must contain a NOTICE file and a correct Manifest file

The M1 jars must contain a NOTICE file, in addition to the LICENSE.txt file.
This is required to be able to publish these JARs on the Apache and ibiblio
Maven repositories.
In addition:
- These files must be in META-INF/ instead of the root of the JAR.
- The JARs must contain a Manifest.mf file with an Implementation-Vendor-Id:
org.apache.
- There are some encoding issues at the end of the LICENSE.txt file.
