Jeremy, Careful with this.... Tuscany is an incubator project. Thus, releases (like milestone releases) are not allowed to go the the rsync repositories that are defined in the apache pom: http://www.apache.org/dev/repository-faq.html snapshot are OK to go to that repository (providing the Tuscany PMC's are OK with them), but when you go to deploy a release, you'll NOT have happy PMC's if they end up going to ibiblio.
