I haven't gotten too deep into the plugin yet, but I have a request. Can we create the target webapp directory (target/[webapp]) with the tuscany boot structure and contents first, and then jar up this directory to create the archived version? This way both the directory and archived WAR match up, and we can also deploy the exploded version of webapp.
