That's the plan but we need to finalize the release version id before we can do so. Until then you still need to build from the root (which will include SDO).
When we do get there, if someone does make a change to a dependency project they would be advised to wait until the new version is published before making changes that use it. Otherwise we can end up in the situation Axis/Axiom/XmlSchema are in now where where the copies in the repo are skewed. Anyone can publish a new snapshot at any time using "mvn deploy" - we just need to keep the number of copes in the online repo under control.
