Aside from needing to fix the issue described, this issue highlights an 
assymetry.  A user may be building from a source distribution (simply to 
recreate the binary distribution), or may be planning to begin development. For 
building from a source distribution the BUILDING.txt file at the top of the zip 
folder hierarchy describes the steps required to recreate the binary distro, 
and points the user to the website if they want to begin development.  The 
website doesn't refer the user who wants to simply build the binary distribtion 
to the BUILDING.txt file.  My suspicion here is that Brandon is trying to build 
the M2 release candidate using the instructions from the website for 
establishing a development environment.  We need to be much clearer in 
describing the two approaches.
