NOTICE text in sdo-api module

The NOTICE text refers to the EPL and CPL but I didn't think there  
was any reference to anything under those licenses in that module (as  
opposed to the implementation). If this is right we should remove  
that as being confusing; if not, then we should also include the EPL  
and CPL text in the LICENSE file.
