JXTA module, bouncycastle and encryption export

Going through the POMs for the release, I noticed that the JXTA  
module has a dependency on bouncycastle which I believe is subject to  
US export control. AIUI the ASF is allowed to export this under open  
source provisions but we need to document it; there's an ASF page on  
this here:
