But if we have not done sufficient testing of the release that we feel confident that users won't have to immediately wait for a new "release" or go to snapshot what has it accomplished ?

One of the values of the release is that it publishes a fixed SPI set for people to develop against and validate. SNAPSHOT serves a different purpose, to reflect the current status of HEAD, and as such is constantly moving.
