Sorry fro the delay... got tied up end of last week and was ill earlier this 
week....
I think the approach you have in these test cases looks good, however there is 
a minor tweak I would like to suggest (I think we could do with a sperate 
mailing list discussion for it).
The suggestion is that in sdo2.1-cts we have have the notion of core, extended 
and underreivew. The reason for this is that I believe that other 
implementations do not have any plans to implement some parts of the 2.1 
specification. As such we could move some of these areas into the extended (for 
example changesummaries spring to mind). As I said I think this needs a 
seperate mailing list discussion, rather than via this jira.

In terms of this patch, and since you'll need to resubmit with the ASF flag 
anyhow, would it make sense for test.sdo21.tests.util.TestUtil to be 
test.sdo21.framework.XMLEqualityChecker (or similar) ?
