To do this we need to add another project to the SDO reactor build that is 
purely for this purpose.  The reason is that we can not exercise the plugin in 
the tools project because it introduces circular maven dependencies  --- 
sdo-tools <-> sdo-plugin.  So we need to add an sdo-tools-test project or the 
like that adds sdo-tools and sdo-plugin as dependencies.
