The JMS implementation included in the Tuscany subversion trunk 
(http://svn.apache.org/repos/asf/incubator/tuscany/java/sca/modules/binding-jms/)
 is incomplete with respect to the SCA JMS binding specification 
(http://www.osoa.org/display/Main/Service+Component+Architecture+Specifications).
 Hence it's not been included in the release. All you can do with it at the 
moment is do request/response type invocations using the ActiveMQ broker, i.e. 
full asynchronous support is not done and publish/subscribe scenarios are not 
supported yet. 

I note from looking at the svn repository that there have been a few changes to 
it over the last month or so, for example, Raymond contributed a new model 
implementation, but I think we give it some concerted effort to get a fully 
spec compliant implementation.
