as it lives under a path with the word "build" in it. The distribution
builder assumes this is a temporary directory and removes it. I'm not overly
concerned in this specific case as this tool is a non essential utility.
It's a maven plugin that provides some simple incremental build function.
Tuscany is no less functional without it and it's not used by default. We
need to fix this in the next release.
