I'm not sure whats intended for the detail in "2.b.1 Votes" but a key point
in Apache projects is that decisions be based on _consensus_, so maybe its
better to mention "Consensus" instead of "Votes" in that bullet point?
Voting can be a useful tool for gauging consensus but it doesn't by itself
make consensus so can't be used on its own to make decisions.
