Hi Raymond, I've modified the pom to follow the approach you
suggested.  I need to do a full Tuscany rebuild so will submit an
updated patch when I know it works.

I agree with Rajini that it would be good to understand the bundle
goal problem so we can fix it (or get it fixed).
