Remove split-packages across modules in Tuscany

There are three packages which are split across two modules each in Tuscany:
1) org.apache.tuscany.sca.domain - split across domain and domain-api
2) org.apache.tuscany.sca.node - split across node and node-api
3) org.apache.tuscany.sca.policy.xml - split across policy-xml and
policy-xml-ws
It will be good to remove these split packages and have cleaner package
definitions to enable modules to be built as OSGi bundles.
OSGi can cope with split packages with Require-Bundle, but it would be much
neater if we didn't have to treat these six modules differently.
Can anyone think of any reason why these packages should be split across
modules?
