One of the emails about graduation PR suggests:

"Timing a release to happen just after the graduation is complete is
probably the best - saying "hey look we're a TLP" seems a bit weak news
wise, especially if it's before the bits are moved to TLP"

We've the 1.3 release being talked about now, i've (slowly) started on some
of the TLP migration tasks and hope to do that a bit more actively next week
so we should have http://tuscany.apache.org going soon, and there also the
Red Hat/JBoss news so we're starting to get some good content for a press
release. It would be good to get some quotes from high profile people or
customers using Tuscany, and another thing that would be good is to get some
stats - "Tuscany has had over one hundred thousand downloads" type of thing,
does anyone have some download numbers to hand?
