Yes, but you'll need to wait a little bit before you can actually try using it with Tuscany. You can read about the SCA support for these types of things here: http://www.oasis-opencsa.org/SCA-policy-framework.
We've just starting to implement this now in the Tuscany runtime and there should be some support in the release after next (the 0.91 release branch is being made next week so the next release after that should be around August). All going well that will include support for web service things like WS-Security and WS-RM.
