There is a program called compileall.py.  I'm on linux and do not know
the default Windows location.

        cd E:\Python24\site-packages
        python ???\python2.4\???\compileall.py .

Linux:  /usr/lib/python2.4/compileall.py

It will provide some help info if asked.
        python ???\python2.4\???\compileall.py --help
