I'm sure there are exceptions to this, but my experience is that if you think of a framework as a tool, sure , you gotta learn how to use it first, which means it will slow you down upfront..
But.. once you know how to use the tool in theory it will make your job easier... again, there are always exceptions.. :]

I'm kind of torn on using frameworks. I'm but a simple caveman
programmer(*), and some of these frameworks seem pretty complicated. On
the other hand, they sound like they can speed up development. One of
these days I'll probably take a good look at Django(**), and see if I
can whip out a CRUD(***) web app.
