This is only a guess, but when your typing 'python foo.py' the command prompt is looking for foo.py in its path and can't find it, then it throws the error.
When your in the interpreter, python has already updated its path so it can find your file. I don't think adding the directory to 'python\Lib\Site-packages' is doing what you think it should do.
