A simple search for "msdn CreateSymbolicLink" leads to the following page: http://msdn.microsoft.com/en-us/library/windows/desktop/aa363866.aspx Scroll down to the requirements, and you'll see that CreateSymbolicLink was added to Kernel32 (and NTFS) in Windows Vista (NT 6.x).
