For example, here's a reference from back in April 1999: http://code.activestate.com/lists/python-list/208/ We can also see that the developer, M.-A. Lemburg, worked to get things compatible between the two implementations: https://mail.python.org/pipermail/python-dev/2003-January/032100.html So that should help explain why there are two libraries out there with the same interface.
