Everyone agrees that the diary system that has been used for gathering
local TV and radio ratings for decades is unreliable and inaccurate--
but when more accurate "people meters" come into the picture, someone
always seems to start whining about the results--in New York, where
Arbitron has started using its "Personal People Meter" system the NY
State Attorney General (Mario Cuomo's kid) is considering suing the
ratings service and in Miami, stations are complaining that Nielsen's
new "Local People Meters" are undercounting key demos, particularly
stations with heavy local news commitments (as if it seems that people
wrote down "news" when they were actually watching "Everybody Loves
Raymond" reruns):

The other issue is representation of minorities, particularly in the
radio numbers, where Arbitron's heavy campaigning to get reticent
minority members to fill out diaries led to claims that ratings for
urban and Spanish-language stations were overstated (and those formats
have been hurt the most so far in PPMs).
