Actually its more than that. Directv uses technology that allows the locals to only be seen in a certain geographic area. For example, the Lincoln TV market is one of the geographically largest in the US. (the other two large ones are nearby Denver and Wichita with 67 counties).
Those 8 counties in Nebraska are just outside the reach of the spot beam that covers the Lincoln Market, so hence Directv can't sell locals to them.
