I can't find it at this moment, but someone asked Lorre and Prady at
TCA about this topic, and their response (in so many words) was that
Holmes is exactly right: they didn't know how to write for Penny in
the first few episodes, realized that they needed to give her
something meatier, and did so, which fleshed out the character (and
the actress).
