It was driving me crazy now too, so I did a search and came up with the 
answer:

"Remember the Power - Teach" (The song in the background in this PSA is Harold 
Melvin and the Blue Notes' 1976 chart 
hit "Wake Up Everybody" that is in the "Wake up all the teachers come and teach 
a new way" part).

  I can't remember specifically what the PSA was about (although volunteering
seems about right) but I do remember the PSA. So at least I can confirm that
you're not imagining it.

 I remember that there used to be a PSA that ran through the 80s or 90s that 
used the Harold Melvin & the Blue Notes 
song "Wake Up Everybody" ( http://youtu.be/FnjV8IKe66g ). I think it was to 
promote volunteering, but I'm not sure, and 
I can't find any evidence of such a PSA. Am I imagining this spot, because I'm 
sure it existed.
