I did re-watch the video from the outage - I found that they broke three
times for commercials during the 33'37" (by my stopwatch) interruption.
Here is the tick-tock from my notes:

   - During a replay between the 2nd and 3rd down for the 49ers after the
   Raven's returned the halftime kickoff for a TD, the announcers sound
   abruptly cuts out (and we will not hear anything from them for another
   29'16").
   - We get 35" of verbal silence, though we do hear ambient noise from the
   stadium. Then the producer (or is it the director?) shows us a nice shot of
   the bank of lights in the roof; on one side they are on, the other they are
   off. Without anyone saying anything, the image gives us pretty much all we
   need to know (and will ever know for the rest of the game) about what has
   happened.
   - Still without any words, CBS goes to commercials at 1'12" after the
   outage. These appear to be premium ads (in order, Ironman, Century
   21-Wedding; Blackberry; E-Trade Baby, a CBS promo for Blue Bloods, and the
   NFL Disclaimer
   - At 3'35" they take us to sideline reporter Steve Tasker for the first
   actual words since the outage; he does a pretty good job telling us what
   has happened and what he can see, and reports that it is light enough
   inside so that there is no safety concern.
   - 1'12" after going back to Tasker, they go back to commercials. This is
   the break where it seems to me CBS was giving some bonus spots out (Subway
   Blooper reel, which it sure seemed like it was at least the second time we
   saw that, or was it just so bad it felt that way?); Bud Lite: "Lucky Chair"
   (ditto); an NFL Evolution spot
   - After 2'6" for the commercial break, back to Tasker and then Solomon
   Wilcox on the other sideline, who both do a pretty good job, all things
   considered.
   - After 1'39" of the sideline guys, they go to James Brown and the
   Studio cast (their studio show has been done from the field all day)
   - After 3'35" of the studio gang, the third and final commercial break
   of the outage. This is very brief - 32" and consists of a promo for CBS
   comedies
   - Back and without commercial breaks until action starts for 20'46", and
   CBS stays mostly with the studio group, punctuated by reports from the
   sideline reporters and finally Nance and Simms in the broadcast booth at
   the 29'16" mark since the outage started.
