I wouldn't be surprised if Game of Thrones had already been renewed prior
to this - albeit unofficially. It's a nice bit of PR to give a show a
renewal right out of the gates like that, but I imagine for a production of
that scale, their office is a year round operation.

I read yesterday (http://insidetv.ew.com/2013/03/31/hbo-thrones-piracy/)
that it's also HBO's most profitable current series. With international
series, record breaking DVD/BluRay sales, and a significant amount of
spin-off merchandise, I'd imagine that HBO isn't letting this get away any
time soon.
