As I understand it, “Lightyear” exists within the “Toy Story” universe as a 
live-action film version of the “Buzz Lightyear” cartoon that the toy is based 
on. So it makes sense that they would use a different actor for live action 
than they use to do voiceover for the cartoon/toy (this, of course, happens all 
the time in our universe as well).
