To be fair, it was a lack of rules, or at least of rules imposed by House 
members, as the only thing that House members could do was elect a Speaker.  
The last time they needed more than one vote there wasn't television.  Anywhere.
The Clerk of the House may have authorized (or didn't object to) the additional 
cameras, as that office would have been the only one with authority to do so 
during this open period, and it likely recognized the unusual nature of last 
week's shenanigans.
FWIW, the Clerk position is elected every two years, after the initial House 
organizing is complete.  Some deference appears to be given to the incoming 
Speaker's preference.  But given the current crop of chowderheads, I have no 
idea what will happen.
