The JFK era FCC chief will remain most noted for his 1961 speech where he 
called television a "vast wasteland," although the accomplishments he 
preferred to be noted for included the laws requiring all US television 
sets to include UHF channels and the laws that set up satellite 
communication, which, among other things, turned cable TV from a way to get 
distant TV signals to a transmission system that could compete with 
over-the-air television--after the FCC, he was a major figure in the 
establishment of public broadcasting in the US, and was still rightly 
critical of television's failings, especially in how it covers the news:
