Presumably, they've decided that the same people who buy products from infomercials and shopping channels are the same people who still channel surf.
(I still have DirecTV, and those channels are fine with me because they're paying to be there, which supposedly lowers everyone's bills. It's not even a bandwidth issue if the exact same channel is duplicated in more than one spot - that's just code they can send to receivers.
