That time is British time--the countdown show on BBC Radio 1 starts at 4 p.m. British time, which would be 11 a.m. ET, so the number 1 would be revealed around 5:40 p.m. BT, which would be 12:40 p.m. ET. I should point out that Radio 1 does a 15-minute newscast at 5:45 p.m. (which, granted, contains some entertainment news), which today's Top 40 radio in the U.S. would never do.
And when SiriusXM carried Radio 1, it was on a five-hour delay, so that the programmes would start at Eastern time in the U.S. as the same hour British time. The only Beeb they carry now is the World Service live 24/7.
