I think both Intel and AMD have crossed the 3GHz mark before, but with 
different architectures. Also, the clock speed are factory settings. With 
overclocking, we can definitely increase the clock cycles to beyond 3GHz. 

There are Hackers have overclocked their PCs to upto 5Ghz using liquid

Phenom II X4 965 is AMD's fastest CPU, but I think in terms of performance 
Intel's Core i7 series are still the fastest.
